The Redding City Council approved in concept a temporary housing site at the St. James Lutheran Church on Shasta View Drive. Known as the Goodwater Crossing, the site will consist of four sleeping cabins to begin with and could expand to up to 12 when fully funded. Each resident would be able to stay at the site for up to 10 months. Neighbors cited concerns Tuesday night. The project will not receive final approval from the city until funding is in place to pay a full time case manager, and a program manager who will be on site or on call 24 hours a day.
